Answer

The text messages confirm that Hadorag planned to be at Armando’s restaurant on the night of the 31st of March (when the murder took place). The Police Stakeout Report confirmed that they were staking out a notorious crime boss” at the same restaurant. Pairing the text from Frankie (the one where he told Charlie that he’d just dropped off the listening device with the restroom attendant) with the mention of “The Target” going to the restroom at 21:50 (in the stakeout report), it’s safe to say that Frankie is “The Target”, giving him an alibi.
